About PHL Vigilance

The Vigilance set up in PHL is presently headed by Sh. Amal Garg, IRS (IT:1995), Chief Vigilance Officer (CVO). There are two Vigilance units spread across the organization at its Regions i.e. Western Region at Mumbai and Northern Region at Rohini Heliport, New Delhi. Under the able guidance of CVO, Vigilance Department in PHL has been constantly endeavouring towards evolving best corporate practices.

The vigilance functions are integral part of Pawan Hans Management. Vigilance department has an important role to play in ushering transparency, efficiency and integrity to working of the organization. Over the years, vigilance philosophy has been changing towards Preventive methods. The idea is to be more proactive rather than reactive.

Chief Vigilance Officer

Shri Amal Garg (IRS IT: 1995), CVO, AAI has been given charge of CVO, PHL on 13th Oct 2021. He has worked in various capacities in Income Tax Department at various places. He has rich experience of working in Investigation wing of the Income Tax Department, which carries out search and seizure operations. He has also worked for a substantial period in the vertical of Computer Systems of Income tax Department, where he has worked on various projects including E-filing of Income Tax returns.

Shri Amal Garg has also worked in the Department of Information Technology, where he worked as Director (Finance), National e-Governance Division (NeGD) for one year.

He holds degree of Bachelor of Engineering in Mechanical stream (B. E.) from University of Roorkee (Now IIT Roorkee). Besides, he has also obtained degree of LLB from CCS University, Meerut. Recently, he has successfully completed Advanced Professional Programme in Public Administration (APPPA) from Indian Institute of Public Administration, Delhi.

Prior to joining AAI, he was working as Commissioner of Income Tax (Appeals), Moradabad.


        ♦ Functions of the CVO (View)

One of the most important functions of the Chief Vigilance Officer is to take preventive measures against corruption and other malpractices apart from detection and punishment of those involved in corrupt practices.

Broadly, the roles and functions of the CVO are as follows:

♦   To examine in detail the existing Rules and procedures of the Organisation with a view to eliminate or minimise the scope for corruption or malpractices.

♦   To identify sensitive/corruption prone spots in the Organisation and keep an eye on personnel posted in such area.

♦   To plan and enforce surprise inspections and regular inspections to detect system failures and existence of corruption or malpractices.

♦   To maintain proper surveillance on officers of doubtful integrity.

♦   To ensure prompt observance of Conduct Rules relating to integrity of the employees.

♦   To ensure speedy processing of vigilance cases at all stages. In cases requiring a decision with regard to vigilance angle and those requiring consultation with the Central Vigilance Commission, a decision shall in every case be taken by the CVO.

♦   To see that proper assistance is given to the C.B.I. in the investigation of cases entrusted to them or started by them on their own source of information.

♦   To take proper and adequate action with regard to writ petitions filed by accused officers.

♦   To ensure prompt submission of returns to the Commission.

♦   To ensure that cases against the public servants on the verge of retirement do not lapse due to time-limit for reasons such as misplacement of files etc. and that the orders passed in the cases of retiring officers are implemented in time.

♦   To conduct preventive checks /inspections and advises systemic improvements wherever necessary to improve the administrative functioning of PHL.

♦   To arrange Vigilance Awareness Programme from time to time for the benefit of all concerned.

♦   To scrutiny of Audit Reports and Annual Property Returns of employees.


    ♦ Process to Complaint (View)

Information received from contractors, vendors, suppliers, employees and general public about corruption, malpractice or misconduct on the part of public servants can be termed as a complaint. By registering to this site, anyone can file a formal complaint with the company on any ethical issues pertaining to corruption, malpractice or misconduct. Please Note that as per CVC guidelines Anonymous and Pseudonymous complaints are not to be entertained. It is therefore; desired to please give your proper name and address.

♦ PIDPI Complaint (View)

Complaints made under Public Interest Disclosure and Protection of Informers Resolution are terms as PIDPI Complaints.

The Central Vigilance Commission (CVC) is authorized, as the Designated Agency, to receive written complaints or disclosure on any allegation of corruption or of misuse of office by any employee of the Central Government or of any corporation established by or under any Central Act, Government companies, societies or local authorities owned or controlled by the Central Government under the Public Interest Disclosure and Protection of Informers (PIDPI). The disclosure or complaint shall contain as full particulars as possible and shall be accompanied by supporting documents or other mater.

The PIDPI complaint should be in a closed/ secured envelope and should be addressed to Secretary, Central Vigilance Commission, Satarkta Bhawan, INA, New Delhi. The envelope should clearly be inscribed with “Complaint under the Public Interest Disclosure” or “PIDPI”

To protect the complainant, the identity of the complainant is kept confidential. The PIDPI complainant should give his/her name and address in the beginning or end of complaint or in an attached letter. The name and address should NOT be mentioned on the envelope.
