ADVERTISEMENT - PAWAN HANS SCHEME FOR CONVERTING

CPL (A) HOLDERS TO CPL (H)

Pawan Hans Limited is a premier Central Public Sector Enterprise and India's largest Helicopter Company under the administrative control of Ministry of Civil Aviation, Government of India.  The Company operates & maintains a fleet of 46 state-of-art helicopters of different make / capacity, such as Mi-172, Bell-206L4, Bell 407, Dauphin 365N/N3, Ecureuil AS-350350 B3, ALH Dhruv & Sikorsky Helicopter. 

To associate in its business growth and induction of new helicopter fleet as envisaged in the Corporate Plan, the Company intends to recruit young and dynamic professionals under the newly introduced CPL(A) Holders for their conversion to CPL (H), as under: -

1. Scheme for conversion of CPL(A) Holders to CPL (H):

This Pawan Hans Scheme for conversion of CPL (A) holders to CPL (H) is a structured induction programme for young aspiring candidates holding a CPL(A) and wish to make their career in aviation industry as Helicopter Pilot. The incumbents holding CPL(A) issued by DGCA, India would be imparted flying & type training so as to enable them to acquire CPL (H) from DGCA, India.  The Pilots on successfully acquiring Civil Pilot Licence (Helicopter) and necessary endorsement on their licence enabling them to fly PHL Helicopter, shall be inducted as Associate Helicopter Pilot Level-I equivalent to E-0 Grade on contractual basis.

2. Outline of the Scheme

The Scheme for converting CPL(A) Holder Pilots to acquire CPL(H) is a 3-6 months training programme conducted at one of the approved training institutes in India or abroad to complete the Commercial Helicopter Pilot Licence CPL(H) flying syllabus. The training syllabus shall be as prescribed in Schedule II Section K of The Aircraft Rules 1937. This shall enable them to apply for issue of CPL(H) from DGCA. 

After obtaining CPL(H) the candidate shall undergo type conversion on any of the helicopter being flown by PHL. On completion of Type Training and endorsement of type on the Pilot Licence, the candidate shall be inducted in PHL as Associate Helicopter Pilot Level-I equivalent to E-0 Grade in PHL. Subsequent career progression shall be as per company policy as promulgated from time to time.

3. Eligibility

Number of Vacancies: 50 (Fifty)

(SC-8, ST-3, OBC-12, GEN-27) 

4. Age

Not less than 18 years of age as on the last date of application. Upper age limit would be 35 years (as on last date for receipt of application)

5.  Educational Qualification

The incumbent should be possessing current & valid CPL (A) issued by DGCA, India. Hence, it shall be deemed that they have met the prescribed educational qualification viz having passed 10+2 in Science with Physics, Mathematics and English or its equivalent from any recognized Board with 60% marks in aggregate (55% for SC/ST candidates).

6. Medical Fitness:

Medical fitness Class-I status. The assessment report from DGCA shall be submitted. In case the Class I medical has lapsed, then the same will be required to be revalidated before commencement of flying training.

7. Selection Procedure: (Direct Recruitment) 

The appointment of individuals under the Scheme will be through direct recruitment process as per rules of the Company.

8. Cost of the Training and Financial Assistance: Self-Funding Scheme

a) Cost of the Training and Financial Assistance

PHL CPL Pilot Scheme is a self- funding scheme.  The selected candidates should be able to fund the full cost of the training for converting their CPL(A) to CPL (H) and type conversion training to acquire endorsement on the Licence to be qualified to fly helicopter operated by PHL.

i) CPL (H) Training

The cost of training in the approved Institute for acquiring of CPL(H) is estimated between Rs. 40.00 to 45.00 Lakhs plus Taxes as applicable. However, in case the training is extended due to any reason whatsoever attributable to the conduct & performance of the Candidate, the additional cost so incurred will be borne by the Candidate.  Boarding & Lodging cost during CPL(H) training will be borne by the Candidate. PHL shall facilitate in coordinating with the FTOs/ATO.

The CPL(A) holder is required to deposit a Demand Draft equivalent to 10% of cost of training plus GST at applicable rates drawn in favour of "Pawan Hans Limited" payable at Delhi/New Delhi/Noida towards administrative charges.

The Company will provide reimbursement of Premium to candidate for Aviation Accident Insurance cover obtained by candidate for Rs. 10.00 lakhs during Flying Training. 

ii) Type Training

After obtaining the CPL(H), they will undergo type qualification training on one of the helicopters in PHL. Depending on the type identified, the training shall be conducted at approved training Organisation either in India or abroad. The training imparted shall be as per the OEM/ATO prescribed and DGCA approved syllabus. On successful completion of training on type and passing the type technical specific paper, type endorsement will be done by DGCA on the CPL(H). The cost for undergoing the type training for obtaining endorsement on-type is estimated between Rs 25.00 to 50.00 Lakhs and would vary from type to type.

iii) Financial Assistance

PHL would finance 50% of the cost of training incurred in type training as mentioned in Para 9 a) ii) and limited to maximum of Rs.20.00 Lakhs (Rupees twenty Lakhs only) per candidate. The financial assistance would be treated as loan and would bear interest equal to base rate plus 2% per year charged by State Bank of India for similar loan subject to further review. The interest will be calculated on the basis of reducing balance method. The loan together with interest may be recovered in 120 equal instalments (10 years) from the following month of their joining as Associate Helicopter Pilot Level-I in PHL. The candidates would be required to submit post-dated cheques towards the loan amount before commencement of conversion training.

The recovery pattern of loan will be as per the recovery pattern followed by Banks in case of Education Loan.

Expenses on account of boarding / lodging and travelling etc during conversion training period which would also be borne by the Company.

iv) Agreement of training and Service Bond

The selected candidates shall have to submit Bank Guarantee or FDR in name of individual having lien in the name of Pawan Hans Limited or execute a Service Agreement bond along with two sureties for a sum of Rs 25.50 Lakhs (Rupees twenty-five Lakhs and fifty thousand only) for undergoing the Pilot training to obtain CPL (H) and necessary endorsement on their Licences and to serve PHL for a period of 10 years.

9. Training Schedule: 

a) On boarding:

Orientation Programme, Verification of Documents & Submission of Course Fee & Administrative Charges - 7 days.  The selected candidate will undergo Orientation Programme for 7 days at the PHL Corporate Office, Noida.  The Orientation Programme will be carried out in order to confirm understanding of the organization, the key development policies and procedures and the role & responsibilities to be undertaken by the Pilot etc.

b) Submission of Course Fee:

The selected candidates will have to deposit the Course Fee in advance in a phased manner.

i) The Course Fee for obtaining training for CPL(H) is estimated between Rs. 40.00 to 45.00 Lakhs subject to the fee charged by the Training Institute plus applicable taxes. On receipt of the Course Fee in advance, the selected candidates will be sent for the training to the approved Institutes.

ii) Course Fee for Type endorsement training after obtaining CPL(H) is estimated between Rs. 25.00 to 50.00 Lakhs (Rupees twenty-five Lakhs only).  The Course Fee should be paid in advance in the shape of Demand Draft/RTGS/NEFT in favor of Pawan Hans Limited. (Before proceeding on Type Training) 

c) Training details

Training for obtaining CPL (H) shall be about 80 hours of flying. The other requirements as per Section K of Schedule II of The Aircraft Rule - 1937 and DGCA regulations. This shall be carried out and met by the candidates.

d) Rudiments for the Initial Helicopter License Training 

  • Due record of flying and ground training progress shall be maintained sortie wise and subject wise for periodic assessment of the candidate.
  • The candidates will be assessed periodically by the trainer/ instructor
  • The candidates are expected to attend all training classes and not be absent in any class/training schedule. In the event of absence for any reason (other than illness, accident or any other justified reason), the Company will decide whether the candidate can continue or not. In case it is decided to discontinue the training, the Company will adjust the fee paid by him towards the training cost incurred including non-refundable (Needs to be specified or the modalities explained) components of the training fee as decided by the Management.
  • The candidate shall abide by the instructions of superiors in matter pertaining to the training as well as rules of discipline either existing or extended from time to time.
  • Any breach or violation of any instruction/rules will render the candidate liable for termination of the training without assigning any reason or notice. 

e) Type Conversion Training - 3 to 4 weeks

After endorsement of CPL(H) from DGCA and submission of type training course fee, the selected pilots will be sent to the authorized training center for undergoing Type conversion Training to obtain endorsement on the CPL(H) to fly on-type helicopter operated by PHL.  PHL shall reserve the right to decide the type of Helicopter in which the Pilots is to be given conversion training as per the requirement of the Company. 

10. Employment / Appointment: 

Generally, all the successful Candidates after obtaining CPL(H) and type endorsement on PHL type of helicopter shall be considered for employment in PHL as Associate Helicopter Pilot Level-I equivalent to E-0 grade on contract basis with effect from the date they are qualified to fly PHL helicopter subject to suitability.  Their further career progression will be as per rules of the Company. 

11. Emoluments and other benefits during training period 

(a)  Emoluments: 

i) The selected candidates will be issued with a Letter of Intent (LOI) for employment after obtaining CPL(H). On successful completion of training, acquiring of CPL(H) and endorsement in their Licence to be qualified to fly PHL helicopter they will be issued with offer of appointment as Associate Helicopter Pilot Level-I equivalent to E-0 grade on contract basis.

ii) During their training for acquiring CPL (H) as Candidate Pilot, they will not be paid any stipend or emoluments.

iii) During type training and till endorsement on their licence by DGCA., the candidates will be paid stipend of Rs. 15,000/- (Rupees fifteen thousand only) p.m.  On successful endorsement on type on their licences they will be paid Basic Pay of E-0 grade i.e. Rs. 30,000/- (Rupees thirty thousand only).  The Pilots would be entitled to draw emoluments of Associate Helicopter Pilot Level-I equivalent to E-0 grade on contract basis @ Rs.1,50,000/- (Rupees one Lakhs and fifty thousand only) pm with effect from the date they are fit to fly PHL helicopter subject to suitability.

iv) No other allowances will be paid during the above training period unless explicitly notified by the Company. During above period, they will be entitled for TA/DA as applicable to E-0 Grade of Executives of the Company.

v) On successful completion of 500 hrs of flying experience or two years with minimum 250 hours of flying whichever is earlier on PHL helicopter and final assessment by the Company, they shall be appointed on contractual basis as Associate Helicopter Pilot Level-II (equivalent to E-1) with applicable emoluments and flying related allowances. 

d) Aviation Accident Insurance during CPL(H) Training 

The Candidate Pilots would be insured for a sum of Rs.10 Lakhs in case of death/injury caused in the course of flying training during CPL(H) training.  The individual will have to obtain insurance cover himself/herself.  However, the Company will reimburse the Premium amount on receipt of request from individual accompanied with Insurance Premium Invoice in original.

On being appointed as Associate Helicopter Pilot Level-I equivalent to E-0 grade on contract basis they would be insured for a sum of Rs. 1.00 crore under the Aviation Accident Insurance Scheme of the Company for loss of life.

12. Performance Review / Termination of training

Their performance will be reviewed quarterly during the entire period of training and if found unsatisfactory, their training is liable to be terminated without any notice. In such event Company will realise the bond amount as per the terms and conditions of the Bond executed by the Candidate Pilot.

13. They will not be entitled to any other allowances / perquisites & benefits as applicable to other regular employees of the Company unless the same have been expressly made applicable to them. 

General Conditions:

  • Only Indian Nationals are eligible to apply.
  • Reservation & Age Relaxation will be as per Government of India directives.
  • The Pawan Hans Limited management reserves the right:

- to call only those candidates who according to its decision rank high in terms of eligibility criteria among the applications received and mere eligibility / submission of application will not entitle any candidates for being called for interview.

- to restrict the number of applicants for interview depending upon the level of response for each post.

- to reject any application, cancel the post/s or candidature without assigning any reasons thereof.

- to relax age/experience/qualification & other qualifying criteria in deserving cases.

- to determine the equivalence of the Pay scales/CTC and interpret large & reputed organisation based on turnover or any other parameter, as deemed fit.

  • All qualifications should be from Universities / Institutions recognized and approved in India by UGC/AICTE/Appropriate Statutory Authorities.
  • It is incumbent upon the candidate to go through the advertisement carefully and clear all doubts/queries before interview/selection.
  • The selected incumbents may be transferred anywhere in India or abroad at the discretion of the Management.
  • While applying for the post, the applicant should ensure that he/she fulfils the eligibility and other norms mentioned above, as on the specified dates and that the particulars furnished are correct in all respects. If at any stage of recruitment, it is detected that a candidate has furnished any incorrect/false information or has suppressed fact(s) to become eligible, his/her candidature will stand cancelled automatically. If any deviation/ shortfall(s) in requisite criteria is/are detected even after his/her appointment, his or her service is liable to be terminated without any notice.
  • In case any ambiguity/dispute arises on account of interpretation in versions other than English, English version will prevail.
  • Candidate should note that the onus of proving the correctness and authenticity of the details provided in the application is on him/her.
  • All appointments will be subject to medical fitness as per PHL rules.
  • No correspondence will be entertained from candidates who have not been shortlisted/ selected.
  • Outstation candidates called for interview will be reimbursed Rail/Bus fare by shortest route subject to production of proof. However, those called for the interview should produce all original documents including proof of qualification/s, experience, pay/CTC, reservation, etc., at the time of interview, failing which such candidate/s will not be permitted to appear for the interview and travelling allowance will not be reimbursed. However, presently interviews are being conducted virtually following Corona Virus precautions & safety measures for which no fare reimbursement is admissible at present.
  • The advertisement can be withdrawn at any time and vacancies advertised may be increased/ decreased at the discretion of the management without assigning any reasons therefor.
  • Corrigendum or Addendum or Cancellation of this advertisement, if any, shall be published only on the website of PHL and will not be published in the newspapers. Therefore, the candidates are advised to check the website of PHL regularly.
  • The eligibility criteria for determination of age, experience etc will be calculated as on the last date for receipt of application i.e. 30th April 2024.
